摘要：An information delivery system and information delivery method are providedthat avoid any increase in radio traffic and meet the requirements of users by deliveringinformation to a user terminal only when available radio resources are present. An
available radio resources determination section determines whether or not availableradio resources are present in each zone. When an information delivery section acquiresinformation about presence of available radio resources in zones from the available radioresources determination section, it delivers information stored in an informationdatabase to user terminals located in the zones in which the available radio resourceshave been detected. Thus it is able to deliver information to a user terminal withoutcausing any increase in the radio traffic.
